Governor Daugaard's education reform proposals have sparked a growing debate over merit pay and teacher evaluations. While nearly everyone agrees that effective teacher evaluations are critical to improving education, there is less consensus on whether teachers should receive extra or "merit" pay if they receive high marks on their evaluations.
